Sugarcane outgrowers in Uganda’s Busoga Sub-region have welcomed the creation of the National Sugar Council, describing it as a historic reform that ensures fair pricing and protects farmers from exploitation by millers.
The farmers, led by David Christopher Mombwe, Chairperson of the Busoga Sugarcane Out Growers, conveyed their gratitude to Hajj Faruk Kirunda, Presidential Assistant on Press and Mobilisation and Deputy Presidential Spokesperson, during a meeting at Kakira High School in Kakira Town Council.Mombwe said that President Yoweri Kaguta Museveni’s approval of the Sugarcane (Amendment) Act on May 30, 2025, represents a major milestone for the sector.> “This is the first time our sector has proper regulation. We are thankful to President Museveni for signing the Sugarcane Bill into law. From now on, prices will be set by the Sugar Council, not individual millers,” Mombwe explained.
The National Sugar Council includes four representatives from outgrowers, three from millers, and three permanent secretaries from the government, ensuring balanced oversight and preventing unilateral decisions by sugar companies.Despite the reform, Mombwe highlighted security concerns, noting that some farmers have been attacked and robbed while returning home from banks after cashing in their earnings.
Responding to these concerns, Hajj Faruk Kirunda pledged to raise the issues with President Museveni and ensure that growers’ safety is addressed.> “We will investigate these attacks and work with security agencies to stop the gangs targeting sugarcane farmers. The Council exists to hear your concerns and find solutions,” Kirunda said.
Kirunda also encouraged farmers to continue supporting President Museveni as he campaigns for re-election in 2026 and suggested translating the Sugarcane Amendment Act into local languages so that all growers fully understand their rights.
President Museveni officially began his Busoga campaign trail on November 15, 2025, with rallies in Bugiri District following a tour of Bukedi Sub-region in Busia. He is expected to spend the week campaigning across Busoga, concluding with major rallies in Iganga, Jinja City, and Jinja District on November 21.
